Ok I'm polish so forgive me. Is this the end of each 3 hour Celestial Feast? The Last Feast on Sunday? The end of the festival on Monday the 15th?

It reads the end of the Festival, not the end of the Feast.

If each 3 hour feast, is this per player or per account. Shades of 2007 mini pigs where every player in the district got the pig upon successful completion of the Feast.

Just so you know,Canthan New Year has a npc that stays after the event to give you the hat in trade for XX tokens, I think its 250.

I would guess its after each 3 hours finale,but then again I dont really know, only Anet
I would think its just like the mini pig yes.We have to wait to find out for sure.

Fairly sure that the miniature would be available at every single meal opportunity, which will happen every three hours.

I'm not sure what you mean by the "per player" or "per account" thing. I don't recall any such kind of limit on this festival.

Every player present got a mini pig which led to the massive glut of them. Just wondering if ANET would limit the mini to one per account. Same player gets multiple masks if I remember correctly.

I have total of 16 characters between 2 accts that can be in Shing Jea during each feast. Looking at 16 minis if awarded for each feast per player.

Or I am looking at 2 minis since I have 2 accts.

Sheesh that is another question... If the player/character already has one will the player only get one even if they attend multiple feasts?

Maybe we can turn in ten celestial tigers for a regular tiger mini...

Players present for a finale are always presented with a Lion Mask festival hat as a traditionally themed item of the holiday.

Was that NPC for the dragon festival?

I am pretty sure that Canthen New Year is the only event that a npc stays after the finaly to give hats ( and this year wintersday redux too), but i can not find it anywhere, so i would play it safe and just be there for the event.

Yes ArenaNET, please help this person, it is your duty since the game is also localized in Polish and therefore you should provide adequate support, unlike other popular languages that the game isn't localized in.

Bah! I was all happy about the idea of not needing to buy a zillion fortunes and ending up without a minipet (again) ... oh well! I knew it sounded too good to be true!

You only need 300 in average for a mini, and that can be acquired with a very modest investment of effort. However, as the laws of probability can be a major pain in the derriere there isn't any amount that guarantees one. In the first mini-from-fortunes year I had to open around 1400 for one darned rat - after the first 1000 it became a matter of principle! Being a chronically unlucky person in the game, I would be rather happy if there was a NPC trading N fortunes for one mini where N would be somewhere around 500-600.
